HOW TO BLOCK STEADY 12 V BUT PASS PULSING 12 V SIGNAL ?

Is there any device that I can assemble that will block steady 12 v signal but let pulsing 12 volt pass thru ?
I have one wire that feeds a light that is either steady 12 volt ( brake light ) or pulsing 12 ( turn signal ) I want a device a circuit that will BLOCK steady 12 volt signal 100 % of the time( brake light ) and let PASS pulsing12 v signal ( turn signal )
