help with simple regulated power supply

hi
i have little knowledge in electronic but i in need to this circuit

its simple ups when the power off it still on for 5-7 min the load is about 1.5A (+12 , +9v) .
Q could be tip110 or anything
i need values for Q,C,R1,R2.

If V1 is the main supply and V2 is the backup battery, then how does the circuit work?

In order for the battery to supply power to the 12V and 9V outputs, Q1 must be switched on. But it can only be switched on by V1 via D1 and R1. The battery V2 cannot switch it on because there is no feed from V2 to R1.
