What's wrong with the digital logic design?

Could only upload a picture.
The objective of the design is to make a 3-bit counter that skips counting 4 and 7. So essentially, 0,1,2,3,5,6, repeat.
The one on the left works but the one on the right doesn't. What's wrong with the one on the right?
