attempting to build a circuit but need help

Hi all, yes this is my first post but ive searched for days trying to figure out what circuit to build for my project i am attempting.

Here it goes.

I am trying to take the 12vdc pulsed feed to the ignition coils of my motorcycle which will vary in frequency dependant on rpm of the engine and bring that frequency down to a level that can be seen with the naked eye with led's. I already have my led array built that will accept a 12vdc source. Currently when i hook it to the coils they flash so fast its hardly noticeable and i want to make it appear that they flash much slower but increase as rpm increases.

I have looked at 555 timers, decade timers, divide by 3 circuits in series but just cant figure out a simple way of taking a portion of the 12vdc pulse and using it.

thoughts? suggestions? I can read diagrams and such, and build the circuits. I just have trouble designing them.
