The circuit posted above by admin should work, yes.
Well, there's a delay on the LED's since the capacitor has to be charged up before lighting up the LED's, and discharged before turning off the LED's, so they don't light up 'immediately'.
But I think this circuit is what you wanted

By the way; it's probably best to connect a resistor between the capacitor and the transistor, to protect both parts during turn-ON of the LED's, since the capacitor will act as a short circuit when it has been discharged = 0 V, and the current will be high.
