LDR circuit with three level indication

Hi,

I need to make a basic circuit that is controlled by an LDR
it will affect two LED's

Low light = 1 LED flashing
Med light = 1 LED on
Full light = 2 LED's on

From what i understand the LDR has to be connected to two transistors to give us 3 settings, is this correct ? or can someone please draw me a circuit diagram explaining?
