CAN ANYONE HELP ME SOLVE THIS MICROCAP ASSIGNMENT PROBLEM?

Hi Everyone,

This is an assignment we worked on in electric circuits. I don't no were to start. I can solve time varying components, given there constraints. But this asks us to build one and then describe it. I am not sure how to describe it for now.

OR EVEN WITHOUT USING MICRO CAP, HOW WOULD I THEORETICALLY SOLVE THIS PROBLEM?
