12 V DC Motor, Need to run forward, stop and reverse

I need help,

There is one trolley along with cylinder moves from 0 meter to 10 meter in forward direction, it stops at 10th meter and reverse again at 0 meter.

There are 2 DC motor of 12 V.

One is attached with trolley wheel for forward, stop and reverse.
Second is attached with cylinder, it moves rotor, Here motor moves only single direction.

Now this system work independenlty with the help of 40 Watt Solar Panel.

Requirement 1

Without Battery, when this system get full 12 V power from solar, it has to activate at every 4 hours.

Requirement 2

With Battery, This system has to work 8 AM, 12 Noon and 4 PM.


One 12 V DC Motor requires 300 mA Current

40 Watt Panel detail.
Voltage 17.84
Current 2.25 Amp (2250 mA)

I don't understand this: "Second is attached with cylinder, it moves rotor, Here motor moves only single direction." Is this part of the trolley.
Is the solar panel attached to the "trolley"?
In "Requirement 1" is your intent to run the motors and control circuit at 17.6V? What do you intend to happen when the solar panel is outputting <12V?
Is "Requirement 2" just a different option?
Are there some sort of detectors at the 0 meter and 10 meter positions to trigger the stop/reverse/stop?
