I need a circuit that works as :

1- transmitter uses radio waves or any type of waves
2- sends waves for long way more than 3 km
3- consist of simple component than can be found in old electronic instruments such as old TV or radio

please help me

To communicate over more than 3km you would need a radio transmitter (an infrared signal would not cover that distance). But radio transmitter powerful enough would have to be licenced and would have to be commercially made because they need to comply with many regulations.

There is no way that communication is possible using a 'single component from an old radio or TV'.

Then your best soluttion is to buy one on Ebay. They are difficult things to make unless you have the technical experience to do so.

There are Chinese companies there selling stuff more cheaply than it can be made at home.

but I can't buy because it is very difficult in these days to buy something from out the borders

Sorry, but I cannot help you to make a transmitter out of old electonic or TV bits.
