Help Understanding a lamp's ballistic ckt

I have to understand and replicate the ckt given below.
These are the pictures i clicked of the ckt.
It is of a round tube lamp which runs on 240 volt, 50 hz.
They say it is a ballistic ckt.
One part connects to the switch and the other to the round tube.[attachment=0]

There is also a capacitor attached with the tube. Please explain that too.
