Giant LED strobe

Hello,
I'm new here I really like what you are doing here it's great (:

I would like some help in developing a circuit.
I want to make a circuit to strobe a white led board.
This board has 64 cells wired in parallel, on each cell is 12 LED in series. They total to 768 LEDs and 150w
The board is powered by one 24v DC source. There is sufficient power output to power a circuit to make the LEDs strobe.
I would like an on/off switch and a potentiometer to vary the flash speed from 10 flashes/second to about 40 flashes/second.
Would the LEDs support such a use?
How would I go about making such a circuit, your help would be much appreciated.
