Low output voltage of the PV module

Hello. I have a problem with the solar photovoltaic module. Output voltage of this module is only 2.80V (Vmpp) (open circuit is 3.60V). How can I boost this low voltage to a "normal" stable 12V? Common one chip converters work with voltage 3V and higher. Simple converters with transistors or 555 will have unstable output voltage because of changes of the input voltage.. I am thinking about this circuit http://www.youtube.com/watch?v=cBWuo3AyK5c but with bigger output capacitor, 12V zener diode nad stronger VD1. Module has power 20W and maximum current 7.30A.
