delayed follow up input circuit?

Hi, I am new to the forum and have limited knowledge on electrical circuits and need some help on who to achieve probably a simple task.

I have a controller device with several push buttons. What I want to achieve is on every button pressed (except say button A), one specific button, button A, to be activated milliseconds (1/60 sec) after initial button press. All buttons including button A shares a common ground. Same A button activation should be achieved when two or three buttons are pressed at the same time. Also, I want this A button follow up function to be disabled and enabled easily (maybe by physical switch or by a combination of buttons pressed while powering controller up.

can this be done with radioshack parts with simple programing?

I have a couple of questions:

1. What is the maximum number of buttons are involved, including A?
2. How much current do they have to pass? AC or DC?
3. What voltage is there across each button when it is not being pressed? ie. what voltage has to be switched?
