What component makes a stroboscope flash?

Hello
Does anyone know what makes a stroboscope flash? I have a light mixer, and it has a strobe button. When you press and hold the button the strobe starts to flash repeatedly, but now when you press the button it just flashes once. I opened the mixer, checked the components, and I don’t know what could be wrong. There is a 14 pin semiconductor (tc4584bp) that I don’t know how to measure or check if it’s working. Stroboscope is an external unit and works fine on its own.

How about posting the make and model of the mixer and strobe unit.

Light mixer model: USB9700. Don't know for strobe unit, but i have two of them, both work the same, so the problem is not in the strobe unit.
