Voltage Detector with numeric and led display

I have two voltages I'm measured on input power and output power of a 4 pin connector. I wish to display voltage, which varies from 0-28v, and I want respective leds to light up when there is any voltage > 0v present.

I'm thinking to use this display: http://dx.com/p/3-digit-red-led-display ... 30v-149570

My primary concern is how to set up a LED to turn on when ANY voltage is present without interfering with the display voltage.

The spec for the meter states a measuring range of 4.5V to 30V. So what happens when you try to measure 4.0V? Or do they mean a supply voltage range of 4.5V to 30V?

What is the minimum voltage you mean when you say 'any' voltage?
