What instrument are you playing? And what is a stomp switch? I only know stomp boxes from blues guitar music ;-) Is it something similar to that, like simulating a bass drum?
What do you want your controller to do?

i am playing the guitar and running it through some software on my pc .
the software excepts midi command.
for example i can change effects, or stop and start recording.
just simple on or off commands

rather than buy one i thought why not make one

What program are you using on your PC?
And what connector do you want to use, i.e. USB, serial, parallel (or perhaps Bluetooth, or infrared?)

i am using guitar rig and amplitube which both learn midi commands

It seems like you would need a microcontroller to handle the MIDI communication protocol. This circuit could be modified:

if you replace the IR part with mechanical switches.
