Please indentify this parts and how can i mearsure the value

I am working with front end electronics for HPGe detector. recently i dismantle one ortec HPGe detector and i got some electronics parts attach with HPGe crystal. but i could not figure out whether this parts is ceramic capacitor or not. if it's a capacitor how can i check it though.
if anybody working with HPGe detector test please let me know u.
