Once you decided to develop a circuit, first list down the inputs (It may be voltage, current, pulse or anything) then your required output. Make a circuit in paper with dummy value, then select the correct component value based on calculation, simulate it in software like Pspice, Multisim, etc., once you are satisfied with the output make a breadboard connection,don't be in an hurry, slowly step by step, section by section and verify the output at each section, then connect each section to make it complete, check of the outputs, if you are satisfied with the output go for PCB board using PCB software like cadence, kicad, Eagle,etc.,
