circuit for voltage offset

I have two 0-5 volt signals that are variable. I need to intercept these two signals and offset the voltage at certain voltages. The out put would still be 0-5 volts. can anyone help.

Can you give a bit more detail?

Are the signals AC or DC? If AC, are they 0-5V RMS or peak to peak?
Are the signals to be mixed, or handled separately to give two outputs?

What are the certain offset voltages?

An explanation of what you are trying to do would be helpful.
