Looks like a two conductor printed circuit board that is used as a solder connector between the component (two wires) on the other side of the board and something that is attached with screws through the holes. But as Pebe said, more information would help a lot.

It is impossible to identify without showing what is on the otherside and there is also no information on which circuit it comes from. The background also appears to be wood and not a pc-board. From the burnt corner it could have been a fuse on the otherside which was replaced with a much heavier fuse or piece of wire.

Yes, the background is wood. I was referring to the rectangular PCB that the wires are soldered to. You can see the foil delaminated in the upper right corner, with the base substrate behind it. Also the etched numbers just below the top notch.
